The instruments / measuring systems must correspond with the following specifications:

1 Design of the instrument

1.1 Construction

The instrument is designed to measure electrical energy at 230 V, 50 Hz in a three-phase four-wire installation. It communicates via power line communication, proprietary of the manufacturer. It may have or not a breaker capable to disconnect the load on command over the communication device.

1.2 Measurand sensor

The current sensors are transformers capable to handle high levels of DC current. The voltage sensors are resistive dividers.

1.3 Measurand processing

Hardware

The multiplication and integration is made in a commercially available energy measuring circuit TDK71M6513.

Software

The validation of software is based on the essential requirements given in MID and WELMEC Guide 7.2. A report with number MTexxx, dated 2006-xx is issued and is held by SP.

1.4 Indication of the measurement results

There is a LCD display for the measured electrical energy. There is also a power line communication device capable to communicate e.g. the measured energy over the power line. Only the display is part of the assessment.

5.1 Documentation of the procedure

Test output (red LED) is provided, impulse constant is 1000 imp./kWh. Standard reference equipments can be used. Extra decimal of resolution provided by 0,01 kWh.

Voltage and current circuits can not be disconnected from each other.

6 Security measures

6.1 Sealing

Interfaces

Means for sealing of all input/output terminals are provided.

Indicator

The display is fully protected by the case sealing.

Meter case

The screws (lower) that are locking the meter case shall be sealed with wire.

Marking plate

The marking plate is placed on the meter case, it is not protected by the seal but is indelible, the serial number is on the marking plate and can be read from memory via the optical communication port.

7 Labelling and inscriptions

7.1 Information to be borne by and to accompany the instrument

The meter shall bear the following information:

— manufacturer’s name or trade mark and, if required, the place of manufacture;

— designation of type and space for approval marks: number of the European Community (EC) type examination certificate;

— the number of phases and the number of wires for which the meter is suitable (three-phase 4-wire)

— the serial number and year of manufacture. If the serial number is marked on a plate fixed to the cover, the number shall also be marked on the meter base or stored in the meters non-volatile memory;

— the reference voltage in one of the following forms: the number of elements if more than one, and the voltage at the meter terminals of the voltage circuit(s); or, the rated voltage of the system or the secondary voltage of the instrument transformer to which the meter is intended to be connected;

— the current measuring range: the minimum current (Imin), reference current (Iref), and maximum current (Imax), for example 0,25-5(80) A;

— the reference frequency in Hz;

— the meter constant;

— the accuracy class index of the meter;

— the operating temperature range for which the meter is intended, or the environmental class.

— for insulating encased meters of protective class II, the sign of the double square (IEC 60417-5172:Class II equipment.)

7.2 Conformity marking in accordance to article 17

The instrument shall be marked in accordance to article 17 which e.g. describes the CE-marking together with M, year of marking and the notified body number.

The main purpose of the ECVO Eye Scheme is the examination of the eyes of animals for inherited eye diseases. However, it also includes a general examination of the eye and adnexa, so it may reveal other (not inherited) eye diseases as well.

A ‘Certificate of Eye Examination’ is issued in respect of inherited conditions.

The main advantages of one joined European Certificate:

  • Increased transportation of animals for exhibitions and breeding necessitates a certificate that is easy to recognise also in other countries.
  • The quality of the examination is ensured: only veterinarians recognised by the ECVO are allowed to issue the ECVO Certificate. By using the ECVO certificate the examiner agrees to follow the guidelines of the ECVO Eye Scheme. In itself, this is a quality control, as certain rules are implied in the Scheme.

Panelists licensed by the ECVO to perform the eye examinations under the Scheme are:

  1. Diplomates of the ECVO
  2. Eye Scheme Examiners, being veterinarians in National Eye Panels, examined and accepted by the ECVO.
